Dietmar Wolf is the head coach of the Norwegian powerlifting team. Below you’ll find some programs that are either attributed to him or have been released directly from the Norwegian Powerlifting Association. One program is from a Norwegian powerlifter named Frode Haugen; this program is labeled accordingly to reduce confusion.
For now I’m making this more of a resource dump, but I’ll try to circle back around and add a bit more detail directly on this page. Until then, I’m linking to some other good resources for understanding the programming methodology of Dietmar Wolf and Norway’s powerlifting team.

The first three spreadsheets are sourced from the Norwegian Powerlifting Association site. They’ve been loosely translated into English. If you’d like to perform a better translation into English, please let me know and I’ll post it.
Norwegian Beginner Powerlifting Program (3 day, 8 week program)
This program can be used for peaking in preparation for a powerlifting meet.
Norwegian Intermediate Powerlifting Program (3 day, 12 week program)
This program can also be used for peaking.
Norwegian High Volume Powerlifting Program (3 day, 8 week program)
This routine is designed to be run between competitions, not in preparation for a meet.
Norwegian 4 Day Powerlifting Program (Frode E. Haugen)
This program appears to have been created by Frode H. Haugenz, a Norwegian powerlifter, not Dietmar Wolf. It is an 11 week program.
